The Claim

Restrictions on the export of cryptographic software will be lifted by the end of 1996. Cryptography refers to strong systems like Triple-DES or RSA or similar systems implemented in software, but does not include systems with key length restrictions (like RC4 with 40-bit keys), government access to keys (GAK) requirements or hardware-only systems like Clipper. The end of 96 allows time for two congressional sessions to act on a bill such as that introduced by Rep. Cantwell. A bill passed or executive order issued by this date is sufficient even if the effective date is somewhat later.
